EU4 Business Guarantee Facility and Grant Facility Call for Expression of Interest
Information Note on availability of additional resources from the Ukraine Investment Framework and applicability of additional terms and conditions for EU4 Business Guarantee Facility in Ukraine as well as the introduction of an incentive grant support

This Information Note relates to and anticipates the increased guarantee capacity with respect to EU4Business Capped Guarantee, and outlines the process for applying for such increased guarantee capacity as well as the new Grant Facility under the Ukraine Investment Framework.
The resources to increase the EU4Business Capped Guarantee capacity in Ukraine come from the Ukraine Investment Framework to be made available through the signature of a new Contribution Agreement between the European Investment Bank and the European Commission.
Applications of potential financial intermediaries based in Ukraine which have already been received under the Call for Expression of Interest published on 6 December 2023 may be assessed simultaneously for the additional resources to be made available through the Ukraine Investment Framework.
As such, applicants based in Ukraine that have already applied for a direct guarantee under the EU4 Business Guarantee Facility Call for Expression of Interest should not resend their application with respect to additional guarantee capacity available under the Ukraine Investment Framework.
Only financial intermediaries based in Ukraine which have not already applied for a direct guarantee, should answer to the EU4 Business Guarantee Facility and Grant Facility Call for Expression of Interest also considering the specific indicative terms linked to the Ukraine Investment Framework.
An incentive grant element to be made available through the signature of investment grant agreement with the European Investment Bank is available and interested applicants should follow the process and additional conditions specifically described in the Term Sheet as regards to this activity.[The final selection and subsequent signatures of individual agreements with financial intermediaries (and grant beneficiaries, if relevant) utilising the guarantee capacity (and grant capacity, if applicable) of Ukraine Investment Framework shall be subject to the aforementioned signatures of both the Contribution Agreement to be signed between the European Commission and the EIB and the Implementation Agreement between EIF and EIB.
