The EIF has published a new information notice regarding the extension of eligible final recipients under the EERE Malta initiative. Please check the additional information and terms.

The ESIF Maltese Energy Efficiency (EE) and Renewable Energy (RE) fund of funds is a new EIF-backed financial instrument dedicated to facilitate access to finance for both households and enterprises (entrepreneurs, SMEs, mid-caps) in relation to EE and RE investments in Malta.

In order to achieve this objective, the Republic of Malta has committed EUR 15 million to set-up this new FoF using European Regional Development Fund (ERDF) resources from its Operational Programme I – ‘Fostering a competitive and sustainable economy to meet our challenges’.

Financial intermediaries (banks) selected through our standard Call for Expression procedure below, will benefit from an EIF guarantee in the form of an interest rate subsidy in order to reduce the cost of debt for households and enterprises.

Financial intermediaries independently decide on the EE and RE investments that they will finance. Furthermore, they will receive a technical assistance package from the Maltese Authorities in cooperation with the Advisory Services of the European Investment Bank (EIB), in order to support the implementation of this financial instrument

The approval of this Call for Expression of Interest to Banks on 14 January 2020 completes the first phase of the FoF activation, amounting to EUR 15 million and expecting to create loan portfolios of EUR 60 million for EE and RE investments in Malta.

Who is eligible to become financial intermediary under this call?

This Call for Expression of Interest is addressed to public or private credit or financial institutions, in each case, duly authorized to carry out lending activities according to the applicable legislation, which shall be in all cases established and/or operating in Malta.
