The AURA EAFRD mandate centres on deploying a free-of-charge capped guarantee instrument to improve access to finance for farmers, agro-food enterprises, and forestry actors in the Auvergne Rhône-Alpes region. It is designed to replicate successful decentralised schemes already implemented in other French regions. The mandate is aligned with the CAP Strategic Plan Regulation 2021/2115 and supports the Region’s ambition to strengthen its agricultural sector.
Objective
The mandate seeks to foster a smart, competitive, resilient, and diversified agricultural sector, ensuring food security. It aims to increase farm competitiveness, improve farmers’ position in the value chain, and promote climate change mitigation and adaptation. It aims to unlock EUR 443m of new investments to support sustainable resource management, generational renewal, and job creation in rural areas. Special attention is given to young farmers and women, who face acute financing constraints. The instrument also targets investments in energy efficiency, digitalisation, and climate resilience.

Eligibility criteria
Eligible applicants are financial institutions duly authorized, according to applicable legislation, to carry out lending or leasing activities to final recipients established and/or operating in Auvergne Rhône-Alpes.
