EIB Infrastructure and Climate Funds (INCF)

Leveraging historical EIB Group expertise

The EIB Group brings long-standing expertise in climate policy and sustainable investment. It has played a key role in shaping EU regulations for climate and sustainable infrastructure investment, contributed to the design of the EU Taxonomy, and acts as a core partner in the investment pillar of the European Green Deal as well as an Implementing Partner of InvestEU.

All EIB Group financing activities are Paris aligned and oriented towards low-carbon, climate-resilient development, with a commitment to dedicate 50% of financing to climate action.

Reaching new heights since 2001

Following an EIB Group restructuring, the Infrastructure and Climate Funds business line was transferred from the EIB to the EIF at the beginning of 2021. Supported by the EIB, the European Commission and Member States through the Recovery and Resilience Funds, it is expected to provide around EUR 1.7 billion in annual investment capacity between 2025 and 2027. Its focus is on climate action and environmental sustainability across priority areas including green energy transition, energy efficiency, the digital economy, sustainable mobility, circular economy, urban development and social infrastructure.

How do the EIB Infrastructure and Climate Funds work?

The INCF facility makes equity investments in funds and side vehicles of funds providing equity or equity-type debt capital to infrastructure assets. The EIF’s investee funds will predominantly focus on greenfield or other capex-related investments (expansion, refurbishment, etc.) primarily in the EU-27 alongside neighbouring countries (see below geographical eligibility).

The EIF will support up to 20 funds per year with operations targeting financial intermediaries focusing mainly on greenfield investments, climate action and environmental sustainability.
