The EIF's infrastructure investments support the development of assets and associated services that are essential for a sustainable and well-functioning society. They target areas underpinning many EU policy goals such as climate action, energy transition and security, digitalisation and digital connectivity, as well as inclusive and social infrastructure projects. These are also crucial for the EU's strategic autonomy.

Our mandates and resources

Our mandators are mostly public sector participants such as the EIB, the EC, and national or regional governments. In the field of infrastructure investments we also collaborate with other, private investors. What brings them together is that they all have a strong policy interest, in addition to the financial returns.

Benefits and impact

Our investments help develop the market and close market gaps. We prioritise emerging managers and underserved markets. Focusing on early project phases also means supporting asset creation on the ground​.

Our approach is to target specialised funds in the lower end of the mid-market. We help deliver both financial returns and measurable policy impact. Deploying vast resources means that we have nearly full visibility and coverage of the market.

Our objective is to support project developers in the crucial, often riskier phases of growth. This helps new assets reach the stage when they become attractive for institutional investors mainly targeting de-risked, operational assets. Providing patient capital means we combine policy alignment and strategic impact.

Our teams screen 500+ investment opportunities each year, and allocate funding resources from the EU, the EIB, and other counterparts.

An ecosystem in the making

The EIF’s inaugural infrastructure event in Luxembourg was attended by 150+ GPs from across Europe. Sessions covered all investment and focus areas of our activities, and shared first-hand experiences on how fund managers are shaping tomorrow’s infrastructure landscape.

Social infrastructure and smart housing

The housing market is under pressure. Europe needs around €275 billion each year to renovate and retrofit ageing homes. The construction sector must accelerate technological innovation to boost efficiency; and a persistent gap remains between the capital needed for affordable housing and current welfare spending.

Innovation is becoming a must. There is no doubt that rising prices and rents are putting households under strain, and deepening the housing crisis. Together, these factors highlight an urgent need to scale up investment in social and affordable housing—improving affordability, availability, and sustainability across Europe.

The EIB Group provides finance and advice. In tandem with the European Union's plans to invest more in housing, we have adapted our EIB Group financial products and partnerships to cater to local needs in the EU Member States. We are leveraging public and private money to help bridge the investment gap in the housing sector.
