The EIF has over 25 years experience in addressing SME financing gaps via debt financing – and has made over €77bn in guarantee commitments - as well as over €1bn in inclusive finance commitments - to date. As an InvestEU Implementing Partner, we are charged with deploying a further €17.9bn (including EU and Member State Compartment contributions) of this debt financing to the market, across six core products.
The InvestEU programme also provides for an opportunity to Member States to voluntary add funds to the EU guarantee’s provisioning through the Member States compartment.

Eligible financial intermediaries can be public or private entities, that are established or operating in EU Member States, Overseas Countries and Territories (OCTs) or other participating countries as further specified in the Call documents.
These include but are not limited to:
For guarantees: credit or financial institutions, alternative lenders, leasing companies.
For counter-guarantees: (counter-) guarantee schemes, (counter-) guarantee institutions or other entities, credit or financial institutions.
National promotional banks (NPBs) and national promotional institutions (NPIs) across the European Union.
An applicant may become a financial intermediary under InvestEU provided that:
it complies with formal criteria as described in the Call;
it completes and submits its application, as per the Annex I below within the deadline and in accordance with all provisions outlined in the Call;
it is selected by the EIF as a potential financial intermediary under InvestEU to implement one or more InvestEU Portfolio Guarantee Products pursuant to the selection process outlined in the Call;
it enters into the relevant (counter-) guarantee agreement with the EIF.
The EIF selects financial intermediaries according to a standard process involving due diligence and proof of compliance with relevant standards.
