We’re deploying equity investments across five Thematic Strategies to deepen and develop the market, to address Horizontal Priorities, and to attract private investment. These equity instruments support venture capital, private equity and private credit funds.
In addition, the separate Climate and Infrastructure Funds Product brings targeted financing to fund managers and projects in this specific segment.
A financial intermediary applying to InvestEU Equity will therefore be expected to address in their investment strategy one or more of the Thematic Strategies listed below.
Investments supporting capital markets and improving access to finance-based equity and debt investments that support the growth of European enterprises, diversification of sources of financing, and strengthening the solvency of enterprises by sharing risk with private investors. For investments that fall into the following categories: growth and expansion funds, debt and hybrid equity-debt funds.
Investments in sectors that support the advancement of the European economy by facilitating and accelerating the access to finance of enterprises, projects, initiatives and innovators operating in critical industries. These investments are expected to enhance EU’s competitiveness by driving innovation in areas driven by strategic technologies, including: life sciences and health, space, defence, industrial technologies, semiconductors technologies and chips, critical and strategic raw materials.
These investments contribute to the EU Green Deal and support a transition to an EU climate-neutral economy based on sustainable development, reduced use of fossil fuels, sustainable management of natural resources, food security and climate resilience, among others. Target areas: mobility, transport, energy solutions, industrial decarbonisation and environmental sustainability, agriculture, food, natural capital preservation, use of land resources, blue economy, other adaptation solutions.
Investments that contribute to the strengthening of the EU’s competitiveness, digital independence and strategic autonomy, with a focus on data, communications technologies, services and products that facilitate the digital transition and address societal challenges, as well as cultural and creative sectors including: artificial intelligence, blockchain and Distributed Ledger Technologies, cybersecurity, quantum computing, cultural and creative sectors, education technology, other digital.
Investments aimed at supporting social enterprises, social sector organisations or impact driven enterprises delivering social impact in their path to scale and creating a conducive environment for risk capital investment in the social impact investing space, including in the field of skills and education, such as: social entrepreneurship, social impact investing and innovation, skills and education.
Under InvestEU Equity, the EIF will provide equity investments and co-investments to, or alongside, funds in the areas of venture capital (including business angels), private equity and private credit (including fund-of-funds and cross-over funds) that pursue generalist, specialised or mixed investment strategies.
Funds should be targeting one or more of the thematic and/or horizontal policy priorities in their objectives.
Payment-by-results investment schemes and/or social impact bonds investment schemes are eligible for the Social Impact initiative.
Geographic eligibility: funds based in and investing in EU Member States, Overseas Countries and Territories (OCTs) or other participating countries as further specified in the Call documents.
The EIF selects financial intermediaries based on a call for expression of interest and a standard selection process including due diligence.
