  • Does EIF have any guarantee schemes for equity investments?

Under the Equity Guarantee Facility, EIF may provide counter-guarantees or co-guarantees of eligible guarantee schemes to cover equity investments in SMEs with fewer than 250 employees. However, the EIF will not provide direct guarantees to venture capital funds.

  • How can SMEs seeking finance access an EIF Portfolio Guarantee?

The EIF does not provide guarantees to any company directly. Instead, EIF's guarantee activity is conducted through banks, leasing companies, guarantee institutions, mutual guarantee funds, etc. EIF gives full delegation of activity to these intermediaries. Therefore, SMEs interested in knowing whether their activity is eligible for a loan or guarantee should contact the EIF intermediary in their region. These intermediaries are listed by programme on the "List of deals" page under "Portfolio Guarantees".

  • What are EIF Portfolio Guarantees?

EIF guarantees comprise three main products: credit enhancement, credit insurance and structured transactions. EIF offers these products to a wide range of counter-parties to enable them to develop SME lending, i.e. banks, leasing companies, guarantee institutions, mutual guarantee funds, and special-purpose vehicles. Financial institutions benefiting from the EIF guarantees are able to allocate regulatory capital at a reduced rate of 20% in accordance with the EIF classification as a Multilateral Development Bank under the European Community’s solvency ratio directive.
